Chief Director – HR Management

About the role

The Chief Director – HR Management will lead the development, planning, implementation, monitoring, assessment and coordination of policy and systems for human resource management, labour relations and human resource development services within the Department of Education.

Key responsibilities

• Develop, plan, implement, monitor and coordinate HR policy and systems.
• Manage HR planning, provisioning, remuneration and performance matters.
• Oversee labour relations, including handling incapacity, inefficiency and misconduct cases.
• Ensure compliance with national and provincial HR, IT and financial policy frameworks.
• Drive mission effectiveness and operational efficiency through effective resource management.
• Contribute to the strategic direction of the Department.
• Build and maintain relationships with key stakeholders, including organised labour.
• Empower staff through coaching, development and skills transfer.
• Promote a culture of efficiency and quality.

Required profile

• SAQA‑recognised Bachelor’s degree or Advanced Diploma (NQF Level 7) relevant to the field.
• Minimum five years of senior managerial experience.
• Proven managerial and service‑delivery competency.
• In‑depth knowledge of the Public Service Act, HR/IT policy frameworks, PFMA and related legislation.
• Extensive experience in HR management and labour‑relations best practices.
• Strong communication, interpersonal, analytical and problem‑solving skills.
• Planning, organising and project‑management capabilities.
• Leadership and managerial expertise, including logical framework development.
• Ability to work under pressure, adhere to schedules and travel as required.
• Computer literacy and a valid driver’s licence.
• Completion of the Public Service Senior Management Leadership Programme and possession of the required pre‑entry certificate for SMS level.
