Human Capital Manager D3

About the role

The Johannesburg Development Agency is looking for a Human Capital Manager D3 to develop its Human Capital capability and support Talent Management, Learning and Development and Organisational Development. The role covers planning, developing and implementing HR policies, procedures and practices for talent management, organisational development and learning and development. It is a permanent position with a salary scale of R1 069 930 to R1 604 895.

Key responsibilities

• Develop the Human Capital strategy aligned with corporate services and organisational objectives, including the employment value proposition and governance, risk and compliance frameworks.
• Manage recruitment, selection, placement, induction and onboarding; facilitate senior appointments and manage terminations and exit interviews.
• Build talent systems covering attraction, retention, equity, succession, leadership development and high-potential identification, and report on talent indicators.
• Manage job profile reviews, performance management, annual performance rewards and remuneration systems, including payroll oversight and benefit recommendations.
• Prepare and manage the departmental budget, monitor expenditure, plan procurement and manage departmental assets.
• Manage subordinates' recruitment, performance contracts, development plans, coaching, mentorship, discipline and leave.

Required profile

• Matric/Grade 12.
• Degree in Human Resource Management, Commerce Social Science, Industrial Psychology or similar (NQF Level 7); NQF Level 8 or higher advantageous.
• Registration as an SDF and relevant assessor.
• At least 8 years of human resource management experience, including 3 years in local government.
• Sound knowledge of HR legislation, best practices, HR systems and procedures.
• MFA certification must be obtained within 18 months of appointment.
