Controller – Billing, Rates & Taxes (Municipal)

About the role

The Controller of Billing, Rates & Taxes will oversee revenue protection, billing services and tax collection for the municipality. The role ensures accurate accounting, compliance and high‑quality customer service.

Key responsibilities

• Manage revenue protection functions and ensure timely collection of rates, taxes and levies.
• Oversee verification, reporting and specific accounting functions related to property rates and sewerage charges.
• Direct billing services, property valuation, deeds registration and loan debtor management.
• Supervise transactional procedures, applications and financial process management across departments.
• Lead personnel performance, supervision, coaching and team orientation within the finance directorate.
• Maintain effective communication with internal stakeholders and external customers.
• Ensure compliance with municipal financial policies, budgeting and cost control.
• Provide accurate financial reporting and support decision‑making for senior management.

Required profile

• National Diploma or BCom with a major in financial accounting (or equivalent 3‑year tertiary qualification).
• Valid Code B driver’s licence.
• 0–2 years of relevant experience in municipal finance or related field.

Required skills

• Proficiency in MS Office applications.
