Chief Financial Officer (CFO) – Municipal Finance

About the role

The Ba-Phalaborwa Municipality is seeking a senior finance leader to oversee all financial operations, ensure compliance with municipal legislation, and provide strategic financial advice to the Council. This is a five‑year fixed‑term performance contract based at the main office in Phalaborwa.

Key responsibilities

• Develop and implement strategies that improve the municipality’s financial performance.
• Manage income, expenditure, assets and liabilities in line with the Municipal Finance Management Act (MFMA) and related legislation.
• Provide advisory services to the Council on financial matters and execute Council decisions.
• Prepare financial statements, execute budgetary controls and ensure compliance with Generally Accepted Municipal Accounting Practices (GAMAP).
• Oversee billing, collection of rates and tariffs, and manage the Council’s information technology and electronic data custodianship.
• Advise the Accounting Officer and senior managers on MFMA duties and ensure reporting to the National Treasury.

Required profile

• National Qualification Framework (NQF) Level 6 qualification in Accounting, Finance, Economics or a Certificate in Municipal Financial Management (SAQA ID 48965).
• Minimum five years of middle‑management experience in a financial or supply‑chain role.
• Demonstrated competency in financial and supply‑chain management as defined by MFMA unit standards.
• Willingness to undergo security clearance and sign a performance agreement.
