Chief Financial Officer (CFO) – Ba-Phalaborwa Municipality

About the role

Ba-Phalaborwa Local Municipality is seeking a qualified Chief Financial Officer to provide strategic financial leadership and ensure compliance with municipal finance legislation.

Key responsibilities

• Lead, direct and manage the Budget and Treasury department to meet organisational objectives.
• Develop and implement the municipality’s business, supply chain and procurement plans.
• Ensure compliance with the Municipal Finance Management Act and related regulations.
• Prepare and oversee the municipal budget and departmental expenditure.
• Provide mentorship, guidance and performance management for staff.
• Attend council and relevant committee meetings.
• Identify and mitigate financial risks.
• Address departmental audit findings within required timeframes.
• Advise management and council on financial matters.

Required profile

• Grade 12 plus a Bachelor’s degree in Accounting, Finance, Economics or equivalent.
• Minimum five years’ experience at middle‑management level with proven administration management.
• Valid Code B driver’s licence and computer literacy.
• Ability to meet Minimum Competency Regulations within 18 months if not already satisfied.

Required skills

• Knowledge of Accounting Standards, Financial Management and Treasury Regulations.
• Familiarity with the Municipal Finance Management Act, supply‑chain management regulations and the Preferential Procurement Policy Framework Act.
