General Manager: Technical Services

About the role

Musina Local Municipality is re-advertising a vacancy for General Manager: Technical Services. The position is permanent, on a performance-based employment contract under the Local Government Municipal Systems Act, and the incumbent signs an annual performance contract. The total remuneration package ranges from R1,291,138 to R1,419,621 plus a 4% rural allowance.

Key responsibilities

• Provide strategic leadership and management, including service delivery systems, municipal strategies and goals, and short-, medium- and long-term service delivery plans
• Lead the senior management team and build strategic alliances with stakeholders
• Manage and inspire people, optimising talent and building relationships
• Plan, manage, monitor and evaluate programmes and projects
• Compile, plan and oversee budgets, control cash flow, manage financial risk and administer procurement ethically
• Drive institutional transformation and new initiatives
• Manage risk and compliance, direct policy conceptualisation and strengthen cooperative governance
• Apply ethical reasoning and maintain high-quality standards, measuring results against objectives

Required profile

• Bachelor of Science in Engineering or B.Tech in Engineering, or equivalent
• Minimum 5 years' experience at middle management level or as programme/project manager, including at least 3-4 years at professional/management level in engineering management
• Valid Code B driver's licence
• Extensive knowledge of Local Government legislation, policies and procedures
• Certificate of Competency or registration with a recognised engineering body is an advantage
