Deputy Director – Early Childhood Development Centres (Provincial Manager)

About the role

The Deputy Director will lead the provincial implementation of conditional grant programmes for Early Childhood Development (ECD) centres. Reporting to senior provincial officials, the role ensures alignment of national reforms with local needs and drives quality outcomes across districts.

Key responsibilities

• Interpret national ECD business process reforms and develop integrated provincial implementation plans.
• Coordinate registration, infrastructure support, subsidy management and quality assurance across all districts.
• Support the Provincial Programme Management Unit (PPMU) governance structures to ensure efficient execution of plans.
• Plan, coordinate and deliver training on new ECD processes at provincial and district levels.
• Engage key departmental and sector stakeholders to facilitate implementation and communication of new processes.
• Monitor provincial plans, track district implementation, consolidate reports and publish weekly dashboards.

Required profile

• Undergraduate qualification (NQF 7) recognised by SAQA in a relevant field.
• Minimum of 5 years relevant experience in an ECD environment.
• Valid driver’s licence.
• Knowledge of ECD sector challenges, registration, subsidy management and reporting processes.
• Experience in project management, including planning, budgeting and delivery.
• Ability to translate strategy into operational tasks and align communication, people and resources.
