Chief Financial Officer – Municipal Finance Leadership

About the role

The Chief Financial Officer (CFO) will provide strategic financial leadership to Mopani District Municipality, ensuring compliance with the Municipal Finance Management Act and related regulations while driving fiscal sustainability.

Key responsibilities

• Provide strategic leadership, support and advice on all financial management functions.
• Overall management of the municipal budget, including preparation, implementation and reporting.
• Develop and implement strategic business plans covering supply‑chain, revenue, expenditure and budget management.
• Prepare annual financial statements and mandatory financial reports.
• Establish and maintain financial policies, practices and procedures.
• Lead, direct and manage the Financial Services department staff to achieve departmental objectives.

Required profile

• Grade 12 certificate.
• Honours degree, postgraduate qualification or Chartered Accountant (SA) at NQF level 8.
• Minimum seven years of middle‑management experience as a financial manager.
• Proven experience in organisational transformation or turnaround of a large/medium entity.
• Project management experience.
• Computer literacy in Microsoft Word, Excel and Windows environments.
