Chief Director – Municipal Funding & Revenue Support

About the role

The Chief Director will lead the development and implementation of revenue enhancement programmes for municipalities, overseeing the Local Government Equitable Share and supporting municipal finance reforms. This senior position requires strategic vision and strong leadership within the public sector.

Key responsibilities

• Provide strategic direction for municipal revenue enhancement initiatives, including the creation of an indigent register.
• Administer the Local Government Equitable Share (LGES) and support the Municipal Systems Improvement Programme (MSIP).
• Advise municipalities on tariff setting, water and electricity cost of supply, and service partnerships.
• Direct, manage and monitor property rating and valuation under the Municipal Property Rates Act, including provincial oversight.
• Lead policy development and intergovernmental fiscal relations to promote local economic development and poverty eradication.

Required profile

• Undergraduate qualification in Public Administration, Management, Economics, Development Studies or equivalent (NQF 7, SAQA recognised).
• Minimum 5 years of senior management experience (Level 9) in a relevant public‑sector field.
• Completion of the Nyukela Senior Management Pre‑Entry Programme before appointment.
• Valid driver’s licence and willingness to travel extensively.
• Additional advantage: experience in municipal finance.

What we offer

• All‑inclusive remuneration package of R1 554 696 per annum (Level 14), with 70 % basic salary and a flexible component.
