Human Resources Manager – Municipal Services

About the role

The Human Resources Manager will lead the planning, organisation and control of all HRM functions for Beaufort West Municipality, ensuring effective HR services that support core service delivery.

Key responsibilities

• Co‑ordinate activities and procedures associated with supervision and monitoring of personnel and services.
• Plan, lead, organise and control the HRM functions of the Council.
• Develop divisional vision and strategy and maintain systems, policies and procedures.
• Manage employee performance and resource utilisation.
• Oversee recruitment, selection, employment equity and staff provisioning.
• Manage training, development, occupational health, safety and employee wellness programmes.
• Coordinate job analysis, job descriptions and HR contracts.
• Lead labour relations, disciplinary and grievance procedures.

Required profile

• Relevant 3‑year tertiary qualification (NQF Level 7) in Human Resources Management or a related field.
• Minimum 8 years of relevant HR experience, including at least 3 years in a supervisory role.
• Demonstrated competencies across organisational awareness, planning, monitoring, negotiation, communication and change management as outlined in Government Gazette Annexure A.

Required skills

• Proficiency with MS Office.
• Valid Code B driver’s licence.
• Public relations, report writing and bilingual communication abilities.
• Negotiation, conflict resolution and high attention to detail.
