Divisional Head – Budget & Financial Reporting

About the role

The Amathole District Municipality seeks a senior finance professional to lead the Budget & Financial Reporting division. The role involves strategic financial oversight, compliance with municipal legislation, and stakeholder engagement to ensure sound fiscal management.

Key responsibilities

• Collaborate with the Municipal Manager and Portfolio Head to set the division’s vision, goals and policies.
• Manage divisional finances, control budgets and oversee the preparation of quarterly and annual financial statements.
• Act as custodian of the municipality’s financial information systems, ensuring robust internal controls.
• Oversee investment portfolio management and VAT processes, including reconciliation and returns.
• Prepare, compile and submit Annual and Consolidated Financial Statements in line with MFMA and Treasury Circulars.
• Liaise with internal and external auditors, respond to audit queries and implement audit action plans.

Required profile

• Grade 12 qualification.
• Bachelor’s degree in Finance or Accounting (post‑graduate/honours preferred).
• Accreditation with a recognised accounting body (e.g., SAICA, ACCA).
• Minimum five years of relevant experience in municipal finance or a comparable environment.
• Code B driver’s licence.
