Cost Commercial Lead - Infrastructure

About the role

Turner & Townsend is looking for an experienced Cost Commercial Lead to join its Johannesburg team, focusing on transport and utilities projects with complex engineering, significant capital expenditure over long periods and heavy civils and infrastructure. The role works with the account lead on cost estimation, financial reporting, process efficiency and contractual compliance, and on managing and developing the project team.

Key responsibilities

• Cost planning and estimation: prepare detailed cost estimates and Bills of Quantities, run value engineering, develop multi-scenario forecasts and give cost advice during design and construction.
• Tendering and procurement: manage tenders, negotiate with contractors, subcontractors and suppliers, and advise on procurement strategy.
• Contract administration: draft and review contracts under FIDIC, NEC and JBCC, oversee interim valuations, progress payments, change orders and final accounts, and manage claims such as variations and EOTs.
• Financial control: produce monthly cost reports with variance analysis and cash flow, reconcile as-built costs, forecast estimated final costs and manage internal benchmarking.
• Risk and value management: identify cost risks, mitigate them and advise on value engineering, especially for complex mechanical and electrical systems.
• Collaborate with the account lead, client and project team, develop the internal project team, identify cross-selling opportunities and drive process improvements.
• Manage internal project financials, including project and contract setup, forecasting, invoicing and issuance to clients.

Required profile

• Bachelor's degree in Quantity Surveying or Civil Engineering.
• Professional Quantity Surveyor (PrQS) registration with the SACQSP (mandatory).
• At least 10 years in quantity surveying within construction (building, civil or infrastructure); transport project experience is advantageous but not essential.
• Strong analytical, negotiation and communication skills, able to work with multiple projects and teams.

Required skills

• Proficiency in DIMX, CostX, WinQS and Microsoft Excel for measurement and cost management.
• Understanding of commercial management, construction contracts and procurement.
