SCM Compliance and Committee Officer

About the role

The Construction Industry Development Board (cidb) seeks a full‑time SCM Compliance and Committee Officer to support procurement, bid administration and compliance monitoring across its operations in Centurion, Gauteng.

Key responsibilities

• Implement standard operating procedures, SCM policies and delegations of authority for all bids.
• Provide advisory services during bid specification and evaluation, conduct compliance checks on tender proposals and prepare reports for the Bid Evaluation Committee.
• Develop and manage an SCM compliance framework, reporting on procurement plans, tender procedures, contract terms, pricing indices and supplier performance.
• Monitor and report on preferential procurement policy compliance and analyse buying trends within the cidb.
• Manage the performance monitoring system for the SCM framework, coordinate internal and external audit recommendations and verify corrective actions.
• Stay updated on cidb regulations, treasury directives and PFMA requirements, and assist in staff training on relevant policies.

Required profile

• NQF Level 6 qualification in Supply Chain Management, Logistics, Public Finance or Financial Management.
• Minimum 3 years’ experience in public‑sector supply chain management, including at least 2 years administering BSC, BEC or BAC processes.
• Strong knowledge of PFMA, Treasury Regulations, PPPFA, cidb procurement requirements and related public‑sector legislation.
• Demonstrated high integrity, attention to detail, analytical thinking and ability to work under pressure.
