Senior Policy, Research & Innovation Officer

About the role

The Ministry of Education and Training is seeking a senior professional to lead research, policy development and innovation initiatives within the higher education sector. Reporting to the Manager Tertiary, the incumbent will shape national policies, monitor their implementation and drive innovative teaching practices across universities and colleges.

Key responsibilities

• Identify emerging issues in higher education that require policy intervention.
• Commission, coordinate and monitor research projects; analyse results and present recommendations.
• Draft, facilitate approval and disseminate new or revised policies.
• Monitor compliance of higher education institutions with national policies and evaluate policy effectiveness.
• Spot trends and opportunities for innovation in teaching, learning and institutional management.
• Develop policy manuals and advise senior management on innovation goals.
• Support operational planning, budgeting, performance reporting and staff appraisal processes.
• Handle disciplinary matters, grievances and dispute resolution as required.

Required profile

• Master’s degree in Education or Education Management and Leadership with at least three years of policy‑development experience, OR a Bachelor’s degree in the same fields with at least five years of relevant experience.
• Strong research and analytical capabilities.
• Excellent written and verbal communication skills.
