Procurement & Supply Chain Management Expert

About the role

An international consultancy is looking for a senior Procurement & Supply Chain Management Expert to lead procurement activities for a large‑scale building construction, land and water transport infrastructure project in Rwanda.

Key responsibilities

• Prepare tender documents, evaluate bids, and manage contract award processes.
• Administer contracts, monitor supplier performance, and coordinate logistics.
• Ensure compliance with national procurement laws and donor‑funded procurement procedures (World Bank, AfDB, etc.).
• Oversee multi‑stakeholder procurement activities within government or large programmes.
• Provide guidance on public procurement systems and contract management best practices.

Required profile

• Master’s degree in Procurement, Supply Chain Management, Business Administration, Economics or related field.
• Professional certification such as CIPS or equivalent (highly desirable).
• Additional training in public procurement systems and contract management is an advantage.
• Minimum 10 years of relevant experience, preferably on large infrastructure projects.
• Proven experience with public procurement processes, tender preparation, bid evaluation, and contract administration.
• Strong familiarity with national procurement legislation and international donor‑funded procurement guidelines.
