Municipal Disciplinary Board Member (Financial Misconduct)

About the role

The Mkhambathini Local Municipality is seeking three qualified professionals to serve on its Municipal Disciplinary Board for financial misconduct. Members will be appointed for a fixed three‑year term and will be remunerated for attending meetings in line with National Treasury guidelines.

Key responsibilities

• Investigate allegations of financial misconduct and advise the Municipal Council, political office‑bearers, the Accounting Officer and senior management.
• Provide recommendations on disciplinary actions and monitor the implementation of disciplinary proceedings.
• Prepare and submit investigation reports to the Mayor or Accounting Officer, and liaise with the Speaker on report outcomes.
• Submit final investigation reports to the KZN Provincial Treasury and engage with provincial or national Treasury when council decisions are not implemented.

Required profile

• Postgraduate qualification (NQF 8) in Finance or Legal fields, or equivalent.
• Extensive expertise in financial misconduct investigations, with legal knowledge in Labour Law, Public Administration, Governance, Ethics or Fraud Investigations.
• Strong understanding of internal controls, corporate governance and the Municipal Finance Management Act (No 56 of 2003) and its regulations.
• Familiarity with the Municipal Systems Act (No 32 of 2000) and related regulations.
• Previous experience serving on a Disciplinary Board or Financial Misconduct Board within a local government environment.
• Member in good standing with a recognised professional body and not disqualified under Regulation 4(5).
