Head of Financial Planning & Regulation

About the role

The Head of Financial Planning & Regulation provides strategic leadership for TRIM’s financial planning function, ensuring that budgeting, investment planning, regulatory pricing, revenue assurance and long‑range modelling are aligned with the organisation’s goal of a financially sustainable rail infrastructure manager.

Key responsibilities

• Lead the consolidation of the annual budget, integrating revenue, OPEX, CAPEX and COPEX and deliver monthly management accounts and forecasts.
• Oversee the capital investment programme, asset valuation and governance of asset purchases.
• Direct tariff applications, regulatory compliance, revenue assurance and affordability analysis.
• Develop and maintain integrated financial models, corridor‑level scenario analysis and funding cases.
• Provide CFO‑level analysis, capital allocation advice and performance insights to executive committees.

Required profile

• Extensive experience in financial planning, budgeting and management accounting at a senior level.
• Proven track record in investment management and capital programme oversight.
• Deep understanding of regulatory tariffs, revenue assurance and economic regulation in the transport sector.
• Ability to produce strategic scenario analysis and long‑term sustainability analytics.
