Executive Director: Solid Waste Management Services

About the role

The Nelson Mandela Bay Metro is recruiting an Executive Director for its Solid Waste Management Directorate. The Directorate covers the solid waste value chain, including planning, management, operations and maintenance of infrastructure, and aims to ensure the long-term sustainability of waste services against urban growth and environmental pressures while attracting private sector investment.

Key responsibilities

• Provide strategic direction for the municipality's Integrated Development Plan (IDP), budget, corporate governance and ethical conduct.
• Lead the development and implementation of long-, medium- and short-term infrastructure investment, renewal and asset management programmes.
• Keep up with regulatory frameworks and policy directives and lead the implementation of National Treasury reforms for Solid Waste Management Trading Services.
• Develop and implement by-laws, policies and procedures, and determine service tariffs in consultation with key stakeholders.
• Develop an integrated waste management strategy aligned with municipal priorities, population growth, urbanisation, land use and changing waste streams.
• Move the municipality from a disposal-based model toward a circular, resource-efficient waste system with resilient waste and business continuity strategies.

Required profile

• Bachelor's degree in Environmental Management/Science and/or Environmental Health (NQF Level 8), specialising in waste management; or a Bachelor's in Business or Finance (NQF Level 7); an MBA or equivalent is an advantage.
• Valid professional registration with a recognised professional body.
• At least ten years of relevant experience after registration at senior management level, with at least five years at executive level.
• Certificate in Municipal Finance Management (CPMD) or reaching the required Senior Manager competency within 18 months of appointment.
• Valid Code B driver's licence and computer literacy (MS Office).
