Chief Finance Officer (Re-advertised)

About the role

The Department of Arts, Culture, Sports and Recreation of the North West Provincial Government is re-advertising a Chief Finance Officer position at its Mmabana head office. The post provides strategic financial leadership, ensures sustainable financial management and credible reporting, manages supply chain effectively and complies with public-sector financial prescripts. It is a permanent appointment.

Key responsibilities

• Lead budgeting, forecasting, financial reporting, treasury and revenue management.
• Ensure compliance with the PFMA, Treasury Regulations, GRAP, tax requirements and approved policies.
• Oversee annual and quarterly financial statements, audit readiness and audit action plans.
• Direct supply chain, asset, expenditure, revenue and financial-control functions.
• Advise the Accounting Authority and executive management on financial risks and decisions.
• Lead and develop the finance team and promote accountability and ethical conduct.

Required profile

• NQF Level 8 qualification in Accounting, Financial Management or a related field.
• At least ten years' relevant financial-management experience, including five years at senior-management level.
• Postgraduate qualification and CA(SA), CIMA or equivalent professional registration is an advantage.
• Valid driver's licence.

Required skills

• Extensive knowledge of GRAP, PFMA, Treasury Regulations and SCM prescripts.
• Knowledge of governance and risk management.
• Core competencies: strategic leadership, financial stewardship, governance, analytical judgement, risk management, people leadership, stakeholder engagement, integrity, communication and delivery under pressure.
