Senior Manager Planning and Development

About the role

The Municipality of Ba‑Phalaborwa is seeking an experienced senior manager to lead its Planning and Development Directorate, overseeing strategic planning, project delivery and policy development for the region.

Key responsibilities

• Manage the Directorate of Planning and Development and ensure achievement of key performance areas.
• Identify and manage projects using the PRINGE2 project management methodology.
• Coordinate the compilation and submission of business plans to secure national and international funding.
• Facilitate the development of long‑term, medium‑term and short‑term operational plans and integrate them into the department’s strategic plan.
• Compile and submit monthly status reports and advise on policy and by‑law amendments.

Required profile

• Grade 12 certificate and a BSc in Building Sciences, Architecture, Town and Regional Planning or Development Studies (or equivalent).
• Minimum five years’ experience at middle‑management level in town or regional planning.
• Valid code driver’s licence and willingness to undergo competency assessment and security clearance.
• Professional registration as a Planner under the Planning Professions Act is preferred.

Required skills

• Knowledge of GIS and spatial planning tools.
• Project management competence (certificate or diploma).
• Understanding of supply chain management regulations and the Preferential Procurement Policy Framework Act.
• Financial management skills aligned with the MFMA.
