Programme and Projects Manager

About the role

The Programme and Projects Manager will lead the end‑to‑end national rollout of AARTO across South Africa. You will develop the integrated rollout plan, coordinate implementation across provinces, municipalities and delivery partners, and ensure operational readiness and post‑implementation support.

Key responsibilities

• Develop and maintain the integrated AARTO national rollout schedule, budget and resource plan.
• Coordinate provincial, municipal, issuing‑authority, operational and technology workstreams.
• Integrate provincial implementation plans into a national master schedule.
• Conduct readiness assessments for systems, infrastructure, equipment, people, processes, training and communication.
• Manage testing, deployment, cut‑over, go‑live, stabilisation and operational handover activities.
• Oversee scope, milestones, budgets, resources, risks, issues and change management.
• Engage senior stakeholders, provide governance reporting and ensure compliance with public‑sector regulations.

Required profile

• Bachelor’s degree (NQF Level 7) in Project Management, Business Management, Public Administration, IT, Engineering, Transport Management or related field.
• Recognised project‑management certification (e.g., PMP, PRINCE2 Practitioner, PgMP, PMSA) – advantageous.
• Minimum 5 years of project/programme management experience, including at least 3 years managing complex multi‑site or national rollouts.
• Proven experience leading multidisciplinary teams, budgets, schedules, risks and senior stakeholder engagement.
• Knowledge of public‑sector governance, road‑traffic legislation and AARTO concepts – advantageous.
• Valid driver’s licence and willingness to travel extensively.

Required skills

• Advanced proficiency in MS Project or equivalent scheduling software.
• Project‑management certification (PMP, PRINCE2, PgMP, PMSA) or equivalent.
