Municipal Manager – Senior Leadership Role

About the role

The Municipal Manager provides strategic and ethical leadership to achieve the municipality’s vision and to implement the Integrated Development Plan. This senior role oversees all financial, service delivery and governance functions while ensuring compliance with municipal legislation.

Key responsibilities

• Lead the municipality’s financial management, including income, expenditure, assets and liabilities, in line with the Municipal Finance Management Act.
• Direct the delivery of sustainable and equitable services to the local community.
• Manage human resources – recruitment, training, discipline, labour relations and performance management.
• Advise political structures, facilitate communication between council and municipal departments, and implement council decisions.
• Oversee the administration and enforcement of municipal by‑laws and other relevant legislation.
• Promote community participation, monitor service satisfaction and represent the municipality at provincial and national forums.

Required profile

• Minimum five years’ senior management experience with a proven record of institutional transformation.
• Bachelor’s degree in Public Administration, Political Science, Social Sciences, Law or equivalent.
• MFMP/CPMD certification and solid understanding of local government policies and legislation.
• Strong leadership, people‑management and strategic capabilities.
• Valid driver’s licence.
