Finance Manager – Lead Financial Operations

About the role

The Finance Manager will lead the Finance Department of the National Empowerment Fund, ensuring robust financial management, compliance and strategic support for the organisation. Reporting to the Chief Financial Officer, the role combines day‑to‑day operational oversight with long‑term financial planning.

Key responsibilities

• Oversee daily financial operations including payroll, invoicing, creditor payments and cash management.
• Manage the finance team, allocate work, and ensure high‑quality outputs.
• Prepare and monitor the annual budget, monthly management accounts and financial reports for internal and external stakeholders.
• Maintain and update financial policies, procedures and internal controls in line with IFRS, GRAP and relevant legislation.
• Coordinate external audit, tax preparation and other specialist services, aiming for an unqualified audit opinion.
• Provide financial analysis and insights to senior management to support decision‑making.
• Ensure compliance with PFMA, National Treasury regulations and DTIC reporting requirements.
• Lead portfolio and investment disbursement activities, including collections, impairments and write‑offs.

Required profile

• Minimum 8 years of progressive financial management experience, including staff supervision and audit responsibility.
• BCom in Finance or Accounting (Honours preferred) and CA(SA) qualification is desirable.
• Strong integrity, results‑orientation and ability to work under pressure.
• Proven experience preparing statutory financial statements and budgets.
• Excellent analytical ability to translate complex data into clear reports for non‑financial audiences.

Required skills

• Advanced Excel proficiency.
• In‑depth knowledge of IFRS and IFRS 9.
• Strong understanding of GRAP, PFMA and National Treasury regulations.
• Experience with accounting software and financial systems.
• Budgeting and financial reporting expertise.
