Executive Director – Local Economic Development & Infrastructure

About the role

The Matjhabeng Local Municipality is seeking senior leaders to drive local economic development, town planning and infrastructure services. The Executive Directors will report to the Municipal Manager and be based in Welkom.

Key responsibilities

• Develop and implement integrated development plans, economic development strategies and spatial development frameworks.
• Lead and manage directorates covering water, sanitation, mechanical and electrical engineering, roads and storm‑water, ensuring delivery of council resolutions.
• Prepare and manage budgets, service delivery plans and performance reporting for the directorates.
• Oversee GIS maintenance, land‑use management, human settlement planning and procurement in line with municipal regulations.

Required profile

• Bachelor’s degree in Building Sciences, Engineering, Town & Regional Planning, Economics or related field.
• Minimum five years of proven middle‑management experience in relevant municipal or engineering functions.
• Competence in all financial and supply‑chain management competency areas as required by the Municipal Systems Act.

Required skills

• GIS (Geographical Information Systems) proficiency.
• Project Management expertise.
• Engineering knowledge across mechanical, electrical and civil domains.
• Supply Chain Management and budgeting skills.
