Electrical Infrastructure Manager – Fixed‑Term (5 years)

About the role

The Municipality of Matjhabeng seeks an experienced Electrical Infrastructure Manager to lead the planning, design, construction and maintenance of its high‑voltage power network (132 kV, 11 kV and 6.6 kV) across the Welkom area. The role is a five‑year fixed‑term contract and involves direct supervision of engineering staff and coordination with multiple stakeholders.

Key responsibilities

• Oversee the installation, testing and commissioning of 132 kV, 11 kV and 6.6 kV networks, including sheath testing and transformer oil‑leak inspections.
• Manage project feasibility studies, detailed design development, tender preparation and contract administration.
• Prepare and monitor annual operational and capital budgets, ensuring cost‑effective use of infrastructure grants.
• Compile and update electrical asset registers, maintenance programmes and compliance documentation.
• Ensure adherence to NRS 047 & 048, NERSA regulations and other statutory requirements.
• Lead and mentor junior engineers, conduct performance reviews and coordinate multidisciplinary project teams.

Required profile

• B.Eng (Electrical Engineering) or Heavy Current degree, registered with ECSA as a Professional Engineer.
• Minimum 10 years experience in electricity distribution, with at least 5 years in a managerial or supervisory capacity.
• Valid driver’s licence and ability to travel to project sites within the municipality.
• Proven experience in managing large‑scale infrastructure grants and budgets.

Required skills

• 132 kV installation and testing, transformer oil‑leak detection, sheath testing.
• Project management, feasibility studies, tender evaluation and contract administration.
• Budget preparation, financial reporting and grant management.
• Compliance with NRS 047/048, NERSA D‑form reporting and other regulatory frameworks.
• Use of design and drafting software (e.g., AutoCAD, GIS).
