Executive Director – Community Services & Law Enforcement

About the role

The Matjhabeng Local Municipality is seeking an Executive Director to provide strategic direction and overall leadership for its Community Services and Law Enforcement Directorate, overseeing a wide range of municipal services and ensuring effective performance management.

Key responsibilities

• Develop and implement strategic policies, procedures and integrated development plans for the Directorate.
• Supervise and manage sections including Waste Management, Cemeteries, Sport Development, Parks, Transport, Traffic, Safety, Fire and Emergency Services.
• Prepare, monitor and control the Directorate’s budget and service delivery plans.
• Ensure full implementation of the municipal Performance Management System.
• Advise the Municipal Manager on Directorate matters and participate in municipal strategic management.
• Lead human resource development, industrial relations and staff supervision within the Directorate.
• Represent the Directorate at Council and Mayoral Committee meetings and produce required reports.

Required profile

• Bachelor’s degree in Public Administration, Management Sciences, Law or equivalent.
• Minimum five years of proven middle‑management experience in local government.
• Strong knowledge of key municipal legislation such as the Municipal Systems Act and MFMA.
• Demonstrated integrity, honesty, maturity and strong communication skills.
• Ability to negotiate, analyse and manage diversity within a public sector environment.

Required skills

• Financial Management (CPMD/MFMP) competence.
• Supply Chain Management competence.
