Divisional Manager Engineering Planning

About the role

Bela-Bela Local Municipality is seeking a qualified Divisional Manager for Engineering Planning to lead the development and implementation of long‑term engineering infrastructure plans for the municipality.

Key responsibilities

• Develop and implement long‑term engineering infrastructure plans.
• Oversee planning, design and implementation of engineering projects, ensuring they are completed on time and within budget.
• Manage operational and capital budgets for the engineering department, including resource allocation and expenditure control.
• Lead, mentor and manage the engineering team, handling performance management.
• Liaise with municipal departments, external service providers and community members to ensure effective project delivery.
• Ensure all engineering activities comply with relevant legislation, regulations and municipal policies.
• Provide technical expertise and support to other municipal departments.

Required profile

• Grade 12 plus BSc Eng or BTech in Civil Engineering or a related field.
• Valid Code B driver’s licence.
• Proof of professional registration with ECASA (advantageous).
• Minimum of five (5) years’ experience in a similar engineering planning role.

Required skills

• Strong project management skills, including planning, budgeting and resource allocation.
• Knowledge of local government legislation (Municipal Systems Act, Municipal Finance Management Act) and relevant engineering standards.
• Excellent communication skills.
• Ability to work independently and as part of a team.
