Project Facilitator - Housing Project (Cape Town)

About the role

The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land and develops housing and human settlements projects. It is looking for a Project Facilitator in Cape Town to work with the community, support relocation and help beneficiaries access housing subsidies. The position is full time.

Key responsibilities

• Community liaison: build trust with the community, create communication networks, promote the project, resolve conflicts between contractors and beneficiaries, and link with ward and sub-councilors.
• Facilitate the establishment of the Project Steering Committee (PSC), attend its meetings, and handle its secretarial work such as minutes and attendance records.
• Community education: improve understanding of the housing and relocation process, set up services and run training programmes.
• Act as HDA's community intermediary, giving feedback to communities and advising the Project Manager and contractors on cross-cultural matters.
• Relocation: verify eligible beneficiaries, oversee their move from informal to formal structures, coordinate training of residents and check that relocation certificates and deeds of sale are completed.
• Surveys: assist in enumerations confirming occupant and structure details.
• Subsidy applications: inform the community about the process, run information desks, and scrutinise applications for completeness.
• Administration: help build a beneficiary and stakeholder database, compile reports, maintain guidelines and ensure timely collection of contractor documentation.

Required profile

• At least a Grade 12 or equivalent qualification.
• 3 years' experience in a large-scale social or development environment, of which 2 years must have been in a community liaison role.

• Computer literacy.
