Director of Social Services

About the role

The Director of Social Services will lead the Community/Social Services Department of Metsimaholo Local Municipality, reporting directly to the Municipal Manager. This senior position provides strategic direction, oversees policy implementation and ensures the delivery of essential community services across the municipality.

Key responsibilities

• Provide strategic leadership and overall management of the Social Services Department.
• Develop, implement and monitor departmental strategies, policies and bylaws in line with municipal objectives.
• Oversee delivery of community services including waste management, parks and recreation, public safety and disaster management.
• Manage departmental resources – human capital, budgets and assets – to meet performance and service delivery targets.
• Ensure compliance with the Municipal Finance Management Act, Municipal Systems Act and related regulations.
• Drive performance management, monitoring and reporting, and foster inter‑governmental partnerships.

Required profile

• A recognised bachelor’s degree in Social Sciences, Public Administration, Law or equivalent.
• Minimum five years of middle‑management experience with proven institutional transformation.
• Experience in managing parks and recreation, waste management, public safety or disaster management.
• South African citizenship or permanent residence, valid Code 08 driver’s licence and no criminal record.
• Ability to work irregular hours, travel extensively and perform under pressure.
