Group Chief Operations Officer (5‑year Fixed‑Term)

About the role

The Group Chief Operations Officer will support the Group CEO in delivering the GGDA mandate of sustainable job creation and inclusive economic growth across the Gauteng City Region. This is a five‑year fixed‑term position with a three‑month probation period, reporting directly to the Group CEO.

Key responsibilities

• Provide operational support to the Group CEO to ensure achievement of the GGDA mandate.
• Assist in developing, monitoring and reporting on the GGDA Strategic Plan, Annual Performance Plan and departmental operational plans.
• Guide implementation of efficiencies, process improvements and risk‑management practices across all GGDA departments and subsidiaries.
• Compile and present monthly, quarterly and annual performance and financial reports, recommending corrective actions.
• Facilitate management meetings (EXCO, ManCom) and ensure implementation of decisions and resolutions.
• Ensure compliance with PFMA, Treasury Regulations, BBBEE, PPPFA and corporate governance frameworks (Companies Act, King III/IV).
• Maintain and promote the GGDA corporate image and stakeholder relationships.
• Support institutional transformation programmes and the review of operational models and organisational structures.

Required profile

• Post‑graduate qualification in Management, Business Administration, Public Administration or related field; MBA/MBL preferred.
• Minimum 10 years of executive management experience with proven financial, operational and strategic leadership.
• At least 10 years of experience supporting board operations.
• In‑depth knowledge of Gauteng’s socio‑economic landscape, national and provincial priorities, and global economic developments.
• Strong understanding of state agency operations, forecasting, budgeting and financial management.
