Divisional Head: Legal Counsel (Tshwane)

About the role

The City of Tshwane is recruiting a Divisional Head: Legal Counsel (reference LESE105-2026) in the Group Legal and Secretariat Services department. The position is based at Tshwane House but functions across the whole municipal area. It is a permanent appointment, subject to an employment contract, performance agreement and disclosure of financial interests, with a scale of R1 349 976 to R1 874 976 per annum.

Key responsibilities

• Exercise control over the legal counsel function to keep it impartial, accountable, transparent and efficient, in line with legislated responsibilities, national standards and the directives of the Group Head.
• Oversee disciplinary investigations and prosecutions.
• Manage litigation.
• Ensure council and corporate legislative compliance.
• Handle development law, alienation and acquisitions.

Required profile

• A relevant bachelor's degree in Law or a legal-related field, and admission as an attorney, advocate or member of the bar.
• Ten years' experience in a litigation management environment, including at least five years at senior management level.
• No criminal record (excluding previous convictions related to political activities under the previous dispensation); applicants must undergo security vetting.
• Valid Code B driving licence and computer literacy.
• Postgraduate qualification and compliance with the Municipal Finance Management Act unit standards are added advantages.

Required skills

• Advanced understanding of institutional governance, performance management, Council operations and delegation of powers.
• Risk management, Municipal Continuous Audit and Monitoring (MCAM) and budget and financial management.
• Ability to make high-risk, long-term strategic decisions.
• Competency assessment required.
