Data Quality Manager – Early Childhood (Assistant Director)

About the role

The Department of Education is seeking a Data Quality Manager for the Early Childhood Development (ECD) Conditional Grant programme. The role will oversee the accuracy and consistency of data in the eCares system and support provincial and district users. It combines technical data management with stakeholder coordination across the province.

Key responsibilities

• Monitor and improve the accuracy, completeness and consistency of ECD data in the eCares system.
• Support district and provincial users with data entry, uploads, corrections and troubleshooting.
• Conduct data quality checks, maintain discrepancy records and implement improvement measures.
• Prepare routine provincial and district reports and promote the use of dashboards for planning.
• Deliver user training, both virtually and in‑person, and provide help‑desk style assistance.
• Manage user access, respond to system queries and collaborate with national, provincial and district stakeholders to enhance data quality practices.

Required profile

• A SAQA‑recognised NQF Level 6 (or higher) qualification in Data Management, Information Systems, Statistics, Social Sciences, Monitoring & Evaluation or a related field.
• At least five years of experience in data management, data quality assurance, monitoring or system support, preferably in the education sector.
• Valid driver’s licence and willingness to travel provincially.
• Ability to undertake pre‑entry practical and integrity assessments.

Required skills

• Strong proficiency in Microsoft Excel and data validation.
• Experience with Business Intelligence tools such as Power BI and Tableau.
• Knowledge of database management and basic reporting processes.

• Annual salary of R487 197.
