Compliance Officer – Water & Sanitation Projects

About the role

The City of Ekurhuleni seeks a Compliance Officer to oversee legal, regulatory, procurement, environmental and financial governance across its water and sanitation infrastructure projects. You will ensure that all activities align with municipal policies, statutory frameworks and budgetary requirements, safeguarding transparency and performance integrity.

Key responsibilities

• Develop and implement project governance policies, SOPs and monitoring frameworks.
• Align project implementation with IDP goals and budget frameworks.
• Track project performance, mitigate risks and assure compliance.
• Represent the department in intergovernmental forums, council committees, donor engagements and public briefings.
• Conduct regular audits of documentation, approvals and payment processes throughout the project lifecycle.
• Liaise with legal, finance and procurement units to verify alignment with internal controls.
• Support project teams in interpreting and applying compliance standards.
• Monitor contractor and consultant compliance with contract requirements.

Required profile

• Degree in Public Administration, Law, Governance, Compliance or related field.
• Valid driver’s licence.
• 3‑5 years of relevant experience in a municipal or similar environment.

Required skills

• Knowledge of MFMA, SCM Regulations, PPPFA and CIDB Act.
• Understanding of municipal frameworks, National Treasury guidelines and local bylaws.
• Ability to conduct audits and risk assessments.
