Compliance Officer – Legal, Risk & Compliance

About the role

The Lesotho Electricity Company is seeking a qualified Compliance Officer to join its Legal, Risk and Compliance Division. Reporting to the Head of Legal, Risk and Compliance, the incumbent will help implement, monitor and enforce the company’s compliance framework across all regulatory areas.

Key responsibilities

• Monitor compliance with electricity legislation, licence conditions, labour, environmental, procurement and corporate governance regulations.
• Conduct regular compliance assessments, audits and departmental reviews, and maintain compliance registers and monitoring tools.
• Develop and update compliance policies, procedures and processes aligned with legal requirements and organisational goals.
• Track regulatory developments, advise management on impacts, and support the Strategy and Growth team on regulatory directives.
• Prepare monthly and quarterly compliance reports, coordinate regulator inspections, and maintain records of regulatory engagements.
• Investigate breaches of legislation, contracts or internal policies and recommend corrective actions.
• Promote a culture of compliance through staff training and awareness initiatives.

Required profile

• Bachelor’s degree in Law (LLB), Risk Management or Compliance Management.
• Minimum five years’ experience in regulatory compliance, legal enforcement, risk management or regulatory monitoring.
• Strong interpersonal skills, attention to detail and excellent report‑writing ability.
• Valid driver’s licence with at least five years driving experience.
• Post‑graduate qualification in Energy Law, Regulatory Governance, Compliance, Risk Management or Corporate Governance is an advantage.
