Senior Manager – Operations (MVRA)

About the role

The Senior Manager – Operations (MVRA) will lead the registration and licensing functions within the MVRA division of the City of Ekurhuleni. This position is responsible for delivering high‑quality public services, ensuring compliance with governance standards, and driving operational efficiency across the division.

Key responsibilities

• Manage and control registration and licensing operations to promote customer care and public service delivery.
• Lead the functional MVRA centre, ensuring objectives are met within agreed timeframes and budgets.
• Develop and implement an operational strategy aligned with divisional goals.
• Provide feedback on governance, risk and compliance practices and escalate unresolved issues.
• Prepare monthly and annual budgets and financial reports in accordance with statutory and council requirements.
• Foster a culture that encourages rewarding relationships and exceptional customer service.
• Build and sustain relationships with decision‑makers and interest groups, clarifying roles to achieve operational goals.
• Oversee human‑resources functions of the division and ensure policy compliance.

Required profile

• Relevant B‑degree / NQF Level 7 or equivalent.
• Minimum of 5 years experience in a licensing environment.
• Post‑graduate qualification or additional licensing experience is an advantage.
