Manager Development and Town Planning

About the role

The Manager Development and Town Planning leads multiple municipal sections, including Water and Sanitation, Road & Storm Water and the Project Management Unit. The role ensures strategic direction for infrastructure and technical services and aligns projects with the Integrated Development Plan.

Key responsibilities

• Head, manage and coordinate the Water and Sanitation, Road & Storm Water, and Project Management Unit sections.
• Provide direction for infrastructure programmes through effective planning, monitoring and evaluation.
• Ensure all projects identified under DORA are implemented with a robust operations and maintenance programme for existing municipal infrastructure.
• Lead financial and operational management of the municipal engineering sector to integrate development plans with the municipality’s overall mandate.
• Monitor compliance with statutory and regulatory requirements and report on project performance.

Required profile

• Bachelor of Science in Building Sciences, Development Studies or equivalent.
• Minimum five years’ experience at middle‑management level in public or private sector planning.
• Extensive experience in local government and proven track record in project development.
• Professional registration as a Planner (Planning Professions Act) or willingness to obtain within 18 months.
• Valid driver’s licence and own transport.
