Executive Head – Programme Management Services Unit (5-year contract)

About the role

The Executive Head will lead the Programme Management Services Unit (PMSU) at the National Office, providing strategic direction for regional and national programme delivery, portfolio management and built‑environment advisory services.

Key responsibilities

• Drive business development, operational improvement and built‑environment consulting.
• Oversee infrastructure planning, procurement and delivery of social infrastructure projects.
• Provide strategic guidance on community empowerment, stakeholder engagement and sector intelligence.
• Ensure alignment with national legislative imperatives and monitor programme performance across national, portfolio and regional levels.
• Lead unit performance management, financial governance and reporting.

Required profile

• Post‑graduate studies in Leadership or equivalent.
• Post‑graduate degree in Built Environment plus qualifications in Management or Development Studies.
• Professional registration in Project Management.
• At least 10 years of management experience in the built environment, with 5 years at senior level.
• Experience with government infrastructure delivery programmes, especially social infrastructure.
• Proven expertise in programme management, planning, strategy and project reporting.
