Deputy Director: Human Capital Management (Field Services)

About the role

The City of Johannesburg seeks a Deputy Director to lead Human Capital Management for its Field Services division. This senior role combines strategic HR leadership with operational oversight, ensuring alignment with municipal policies and service delivery goals.

Key responsibilities

• Lead and manage the full range of field and transactional shared services for the City’s core functions.
• Implement HR strategy alignment covering recruitment, selection, manpower planning and employment equity.
• Develop and maintain departmental strategic and operational risk registers.
• Proactively identify, engage and manage stakeholders to achieve departmental objectives.
• Oversee people management, remuneration policy, benefits and conditions of service.

Required profile

• Matric/Grade 12 plus a Bachelor’s degree in Human Resources Management, Public Administration, Business Administration or a related field (NQF level 7).
• 7‑9 years of HR experience, with at least 5 years in middle‑management positions.
• Proven experience providing strategic support to senior executives within government policy environments.
• Strong supervisory and team‑leadership capabilities, able to manage multiple diverse service functions.
• Excellent verbal and written communication skills.
