Cost Commercial Lead – Infrastructure (Johannesburg)

About the role

Turner & Townsend is seeking an experienced Cost Commercial Lead to join its Johannesburg team. The role focuses on large‑scale transport and utilities projects, delivering accurate cost estimation, financial reporting and contractual compliance throughout the project lifecycle.

Key responsibilities

• Prepare detailed cost estimates and Bills of Quantities (BoQ) for construction and specialised transport systems.
• Conduct value‑engineering studies to identify cost‑saving opportunities without compromising quality.
• Develop multi‑scenario forecasts to support client decision‑making.
• Manage tender processes, including pre‑qualification, tender documentation and bid evaluation.
• Negotiate with contractors, subcontractors and suppliers to secure competitive pricing.
• Draft and review contracts in line with client standards, FIDIC, NEC and JBCC.
• Oversee post‑contract cost control, interim valuations, progress payments, change orders and final accounts.
• Handle contractual claims, variations and extensions of time with quantum assessments.

Required profile

• Proven experience in cost and commercial management on heavy civil and infrastructure projects.
• Background in transport sectors such as rail, aviation or ports is highly beneficial.
• Strong understanding of risk mitigation and execution‑stage project delivery.
