Cost Commercial Lead - Infrastructure

About the role

Turner & Townsend is looking for an experienced Cost Commercial Lead to join its Johannesburg team. The role focuses on transport and utilities infrastructure projects, handling complex engineering, high capital spend and long‑term delivery schedules.

Key responsibilities

• Prepare detailed cost estimates and Bills of Quantities for construction and specialised transport systems.
• Conduct value‑engineering studies and develop multi‑scenario forecasts to support client decisions.
• Manage tender processes, including pre‑qualification, tender documentation and bid evaluation.
• Negotiate with contractors, subcontractors and suppliers to secure competitive pricing.
• Draft and review contracts in line with FIDIC, NEC and JBCC standards.
• Oversee post‑contract cost control, interim valuations, progress payments, change orders and final accounts.
• Handle contractual claims, variations and extensions of time with quantum assessments.

Required profile

• Strong background in cost and commercial management for heavy civil and infrastructure projects.
• Experience in risk mitigation and execution‑stage delivery.
• Familiarity with rail (perway, OHTE, signalling), aviation (runways, aprons, AGL, navaids, BHS) and port infrastructure is highly beneficial.
