Acquisition Manager – Civil Engineering & Quantity Surveying (BOQ)

About the role

The Acquisition Manager will lead the full acquisition and tendering cycle for civil engineering projects, focusing on the preparation, management and adjudication of Bills of Quantities (BOQs) and Request for Proposals (RFPs). The role ensures compliance with South African procurement legislation and engineering contract conditions while delivering value for money.

Key responsibilities

• Lead end‑to‑end acquisition planning, liaising with user departments to develop accurate, costed procurement plans.
• Prepare, review and manage detailed BOQs in line with standard measurement conventions and project requirements.
• Support line managers in drafting Terms of Reference (ToRs) and ensure they are complete, accurate and aligned with company needs.
• Analyse budget computations, develop pricing and activity schedules, and compile comprehensive bid and tender documents.
• Manage the Bid Specification Committee process, ensuring all commercial terms comply with PFMA, Treasury Regulations, CIDB conditions, GCC, EPC, NEC and other relevant frameworks.
• Monitor legislative updates from DTI, National Treasury and other state bodies that affect procurement documentation.

Required profile

• Proven experience in acquisition, procurement or quantity surveying within the construction sector.
• Strong understanding of South African public procurement legislation (PFMA, Treasury Regulations) and engineering contract standards (CIDB, GCC, EPC, NEC).
• Ability to translate user requirements into detailed BOQs and tender packages.
• Excellent analytical skills for budget validation and pricing schedule development.
