Supply Chain Officer

About the role

The Supply Chain Officer will manage the full procurement cycle for a network of civil society organisations, ensuring compliance with donor rules and South African legislation. This role supports high‑impact programmes by delivering value‑for‑money sourcing and maintaining robust supplier relationships.

Key responsibilities

• Execute end‑to‑end procurement: needs assessment, market research, RFQs/RFPs, bid evaluation, purchase orders and contracting.
• Ensure all procurement decisions comply with donor policies (e.g., Global Fund) and legislation such as POPIA and B‑BBEE.
• Maintain and update the supplier database, manage onboarding, and monitor compliance (risk, tax, B‑BBEE status, conflicts of interest).
• Prepare procurement documentation packs, facilitate bid committees, and support the Internal Procurement Committee.
• Produce monthly procurement reports, update the tender register, and keep auditable records for every transaction.
• Collaborate with Finance, Programme, M&E and Grants teams on budgeting, forecasts and donor reporting.
• Support contract negotiations, pricing and terms for goods, services and consulting.
• Assist with internal and external audits and implement audit recommendations.

Required profile

• Diploma or Bachelor’s degree in Supply Chain Management, Finance or a related field.
• Minimum three years of relevant supply chain experience, preferably in an NGO, pharmaceutical or public‑sector environment.
• Knowledge of South African procurement legislation (POPI, PAJA, PAIA) and B‑BBEE requirements.
• Strong communication, data analysis and report‑writing abilities.

Required skills

• Proficiency with MS Office Suite.
• Experience using ERP/procurement systems such as Oracle.
