Utilities, Precinct and Infrastructure Operations Manager

About the role

Westown is a growing mixed‑use urban precinct seeking an experienced Utilities, Precinct and Infrastructure Operations Manager to build, maintain and enhance its world‑class infrastructure and public environment. This high‑impact, technically focused role combines operational delivery with the demands of new development growth.

Key responsibilities

• Oversee installation of new infrastructure and services such as roads, water, sewer and electricity for new developments.
• Manage operation, maintenance and performance of water, boreholes, stormwater, roads, electrical and fibre networks, telecommunications, metering and public‑realm assets.
• Coordinate utility connections from application through handover and approve construction activities under the Contractor's Protocol.
• Lead the Operations and Maintenance team and service contractors, ensuring compliance with SLAs.
• Develop and implement proactive asset management, maintenance and renewal programmes.
• Manage budgets, performance reporting and stakeholder coordination.

Required profile

• Degree or Diploma in a Built Environment discipline (e.g., Civil or Electrical Engineering, Quantity Surveying, Property/Facilities Management).
• Minimum 4 years’ experience in utility management, civil infrastructure design/construction, infrastructure maintenance or large‑scale precinct management.
• Hands‑on, on‑site approach with strong execution and problem‑solving skills.
• Financial and budgeting capability with strong technical knowledge of civil and electrical infrastructure.
• Proven experience in land development processes and leading technical operations teams.
• Excellent communication, stakeholder management and ability to manage diverse teams, contractors and suppliers.
• Valid driver’s licence and willingness to be based at Westown.
