Senior Project Manager – Laboratory Recapitalisation Programme

About the role

Provide senior‑level project and programme management for the South African Bureau of Standards’ Laboratory Recapitalisation Programme (2026‑2031). The Contract Project Manager will lead three parallel tracks – equipment partnerships, Build‑Operate‑Transfer concessions and new‑lab joint‑venture formation – ensuring timely funding, full PFMA compliance and delivery within scope, cost and quality.

Key responsibilities

• Structure, originate and govern the three programme tracks.
• Secure and monitor funding for each track, meeting all deadlines.
• Ensure compliance with the Public Finance Management Act (PFMA) at every project gate.
• Control scope, schedule, budget and quality to achieve programme targets.
• Manage risks, issues and change requests across the programme.
• Report progress to senior leadership and coordinate with internal and external stakeholders.

Required profile

• Senior‑level experience in managing large‑scale capital projects or programmes.
• Proven track record with public‑sector procurement and PFMA compliance.
• Ability to lead cross‑functional teams and negotiate complex partnerships.
• Strong analytical and decision‑making skills.
