Independent Member – Municipal Disciplinary Board

About the role

Ngqushwa Local Municipality is seeking qualified and experienced individuals to serve as independent members of its Municipal Disciplinary Board, which deals with financial misconduct cases. The appointment is for a term not exceeding three years and requires impartiality and high integrity.

Key responsibilities

• Investigate allegations of financial misconduct against senior municipal officials, including the Accounting Officer, Chief Financial Officer, and senior managers.
• Prepare and present recommendations to Council on appropriate disciplinary, civil, or criminal actions based on findings.
• Ensure procedural fairness and compliance with the Municipal Finance Management Act, Municipal Systems Act, and related regulations.
• Monitor the implementation of Council’s decisions and recommended corrective actions.

Required profile

• Hold a relevant tertiary qualification (e.g., law degree, accounting qualification, forensic science, public administration) applicable to the board’s focus areas.
• Possess five to ten years of professional experience in the relevant discipline, demonstrating competence in municipal contexts.
• Demonstrate strong knowledge of municipal regulatory frameworks, including the Municipal Finance Management Act and Municipal Systems Act.
• Have a clean criminal record and no history of dismissal for misconduct.
• Not be employed by Ngqushwa Local Municipality and be able to act independently with high integrity and impartiality.
