General Manager – Corporate Services

About the role

The General Manager of Corporate Services will lead the administration of Matatiele Local Municipality, ensuring compliance with constitutional and legislative frameworks and driving transformation, service delivery and financial viability. The role oversees human resources, ICT, council support and public participation functions.

Key responsibilities

• Provide strategic leadership and direction to the Corporate Services Department, including HR, ICT, council support and public participation divisions.
• Develop and implement short‑ and long‑term strategic and master plans for corporate services.
• Ensure good governance, municipal transformation and organizational development in line with the Constitution and relevant legislation.
• Manage budgeting, financial viability and resource allocation across the department.
• Oversee supply chain management, procurement policy compliance and labour relations.

Required profile

• Matriculation or equivalent and a degree in Public Administration or Management (Qualification ID No. 48965).
• Minimum five years’ middle‑management experience in municipal administration.
• South African citizenship and a valid Code B driving licence.
• Strong communication skills and proven management experience.

Required skills

• Good knowledge of relevant policy, legislation and institutional governance structures.
• Computer literacy with proficiency in MS Office.
• Report writing, budgeting and project management capabilities.
• Understanding of supply chain management regulations and preferential procurement policy.
