Technical Director – Municipal Technical, Infrastructure & Community Services

About the role

The municipality seeks a senior leader to head the Technical, Infrastructure & Community Services department, ensuring effective delivery of essential services and strategic development in line with municipal legislation.

Key responsibilities

• Plan and prioritize departmental activities in accordance with relevant municipal legislation.
• Manage refuse removal, municipal parks maintenance and related community services.
• Lead traffic and disaster management, recreational facilities, cemetery and library services.
• Provide strategic leadership and oversee staff to achieve departmental objectives.
• Oversee maintenance and cleaning of open areas and streets.

Required profile

• Bachelor of Science or BTech in Engineering (or equivalent) recognised by SAQA.
• Minimum 5 years of middle‑management experience in the public sector, preferably local government.
• Certificate in Municipal Financial Management Programme (or ability to complete within 18 months).
• Proven record of institutional transformation in the public or private sector.
• Registration with a recognised engineering professional body (advantageous).

Required skills

• Engineering master planning and design.
• Project management and implementation.
• Budget and finance management for municipal projects.
• Knowledge of municipal legislation, policies and governance systems.
• Ability to formulate and oversee infrastructure and community‑service projects.

What we offer

• Annual remuneration between R1 116 064 and R1 227 126.
• Permanent appointment.
