Sub-Accountant – Supply Chain Management

About the role

The Sub-Accountant will support the Supply Chain Management function of Midvaal Local Municipality, ensuring that procurement activities are compliant with the MFMA and municipal policies while maintaining accurate financial records.

Key responsibilities

• Place invitations to quote in the Government and Provincial Gazettes and manage bid advertisements.
• Review purchase requests between R30 000 and R200 000, keep minutes of bid committee meetings, and report acquisition activities to the Assistant Director.
• Ensure expenditures align with approved budgets and MFMA Section 15 requirements.
• Monitor bid documentation, adjudication criteria, and contract conditions for compliance with SCM policy.
• Maintain records of negotiations, deviations, and monthly procurement reports.
• Liaise with suppliers and internal users, and perform ad‑hoc procurement tasks as directed.

Required profile

• National Diploma in Logistics, Supply Chain Management, Accounting or equivalent NQF qualification.
• 3–5 years of relevant experience in supply chain management within local government.
• Valid driver’s licence and strong interpersonal and communication abilities.
• Knowledge of relevant legislation, MFMA competency requirements, and municipal procurement policies.
