Social Development Services Manager (Re‑advertisement)

About the role

The Social Development Services Manager will lead the municipality’s social development directorate, providing strategic direction and advisory support to the Municipal Manager on governance, service delivery and community programmes.

Key responsibilities

• Advise the Municipal Manager on overall governance of the municipality.
• Oversee public safety, parks and recreation, disaster and air‑quality management, waste and facility services.
• Develop and manage the directorate’s budget in line with council, MFMA and supply‑chain requirements.
• Prepare and submit performance and compliance reports to the Municipal Manager and relevant structures.
• Ensure sound labour relations within the department.

Required profile

• Recognised degree in Social Sciences, Public Administration, Law or equivalent.
• Minimum five years’ senior or middle‑management experience in local government or comparable sector.
• Proven record of institutional transformation and strategic leadership.
• Certificate in MFMP or CPMD (or commitment to obtain within 18 months).
• Registration with the South African Council for Social Services Professionals (or similar body) is an advantage.
• Valid driver’s licence, own transport and ability to work onsite.

Required skills

• Computer literacy, including proficiency in MS Office (Word, Excel).
• Knowledge of municipal policy, legislation and governance frameworks.
