Senior Manager Technical Services – Municipal

About the role

The Senior Manager Technical Services will lead the technical department of Thembelihle Local Municipality, overseeing engineering, infrastructure and service delivery functions. The role is based in Hopetown and reports to the Municipal Manager.

Key responsibilities

• Develop, implement and monitor capital projects, contract administration and municipal electrical services.
• Manage municipal roads, infrastructure and the Municipal Infrastructure Grant (MIG) programmes.
• Ensure compliance with the Integrated Development Plan (IDP), Strategic Development and Budget Implementation Plan (SDBIP) and relevant legislation such as the Occupational Health and Safety Act.
• Lead procurement activities in line with Supply Chain Management Regulations and the Preferential Procurement Policy Framework Act.
• Oversee labour‑intensive projects under the Extended Public Works Programme (EPWP) and related reporting requirements.

Required profile

• Bachelor’s degree in Engineering or BTech Engineering (or equivalent qualification).
• At least five years of middle‑management experience, preferably as a programme or project manager.
• Valid driver’s licence and own transport.
• Good facilitation and communication skills in at least two local official languages.
• Knowledge of municipal governance, performance management and public‑office environment.

• Understanding of the Preferential Procurement Policy Framework Act and related regulations.

What we offer

• Salary range: R1,116,064 – R1,227,126 per annum (Grade 1 Municipality).
• Remote allowance of 4% of the annual package and a performance bonus.
